2003 5.4 intermittent no crank, no start

I've got a 2003 Expedition with a 5.4, had it for about 13 years, just over 204,000. Just had to replace the fuel pump and wire in an external relay to fix a crank, no start issue. It has had an intermittent issue where it will not crank and obviously, no start. When it does it, there is no click, nothing and I have full power to all electrical items. I found a page referencing a pig tail for the starter problem, part 6U2Z-14S411-NA. I first thought it could be ignition switch. Any ideas, I really don't want to start throwing tons of money at it, but would like some good starting points to eliminate some possibilities.

Well, with electrical issues, unless you are able to specify voltage at each electrical item you don't have "full power" until proven.
Test light or dmm, wiring diagrams and some free time is all you need to track the problem.
Also try moving the shifter slightly while trying to start.

Sorry, by "full power" I meant that I had power to everything, windows, radio, dash, etc. My fault for the confusion.

Only problem is that those are branch circuits and have nothing to do with the starting circuit. Voltage readings will tell you the facts.

My current group of students where just put through the ringer on "crap that isn't working electrically". A couple of them turned a relay into a buzzer -" it isn't supposed to buzz guys - find out why and fix it".
