Is there a solution for the peeling paint?

All I have ever seen them do is find some disclaimer and weasel. I will see if I can find anyone who had had rust bubbling paint fixed at a body shop and had them fix it for free when it comes back.
Probably like the "lifetime muffler" at shops.
Sure the muffler is free, but this pipe it goes onto is too weak to weld too etc or this small piece has to be repaired...money please.
Most often, they warranty the part but not the labor.

Thanks everyone for all the good (if depressing) info. I like the suggestion of the hand sand fix. Hell, nothing I do could make it look more ghetto than it looks now.

Oh you can always make it look more ghetto. When I was in college, we always used to see this car covered in turf driving around. :x

Just mask a straight line about 1.5 inches above the bubbling if we are talking about the bottom. Sand all you want. Best to get a power tool. Stay away from the mask line. Get it nice and smooth then you can remove tape and feather the edge by hand like 1/4 inch wide or less.
Then mask another line above feather area maybe 3/16 inch up into good paint.
Prime, sand, prime sand until nice and smooth then wipe down with precleaner and spray with Duplicolor. 3 coats + try not to run it.
Let dry and then clear OR my crazy ass wet sands after 2-3 days then buffs to as near as perfect as possible then precleaner again then mask and clear it.
Then after it fully dries, remove tape and 1000 or 1500 grit wet sand the clear high edge then buff. All buffing I have ever done has been with a 7 inch or so 1000 - 1200 rmp or so polisher grinder with wool pad and machine glaze or mild to med cutting compound. My favorite is Pro Ultimate Cutter but Meguiar's ultimate compound looks good too.

My 2010 expy tailgate started peeling 2 years ago and bubbling other parts of that tailgate, look horrible. When i bought it in 2013, the dealership fixed it but it came back. Autobody shop says $1400 since they will only redo the whole tailgate instead of spot fixing it. What a pain FORD.

Well I’m getting my 08 as we speak, my rear hatch was the worse and hood had few corrosion spot, I’m totally transforming my truck with body kit, powder coated accessories, follow my post 2008 Ford Expedition transformation
