Is this true? THe 2V 5.4 (2004) has better plugs?

It's just that the 2004 and older ejects a plug once in a while right? Or did they fix that issue before going to the 3V heads?

Correct. Low thread count on the 2v heads caused many ejected spark plugs. They did correct the heads very late in production but it is unclear how many or what year vehicles got the newer heads.

These heads are available today as FMS PI heads.

Is there a identifying feature of the new heads? Truck was built in oct 03.

Would have to research that. I do believe they changed part#'s with the newer heads?! If you could scope the sparkplug holes they have 8+ thread count..

I know in the F150's, the updated 8 thread 2V heads appeared about 1/3 into the build cycle in MY 2003, so I would assume that occurred across all 5.4 2V engines. An Oct '03 build should have the better heads that don't blow the plugs.
