No Start Issue

Hey everyone, Im new here. Anyway I'll jump right into it. I have a 98 xlt 5.4l, the other day driving down the road in heavy rain, truck just died and would not restart(would crank, but no start) luckily was only like a mile from house. Got it towed to the shop nearby, turns out two wire harnesses under the air box were weathered (wires broken) but fixable. now it still wont start, but injectors are staying open and temp guage reads high (even though engine hasnt been started in days). Engine eventually hydro-locked, took plugs out (except for #8, cant get cop bolt off, corroded and stripped) got all gas out of other cyliders, still wont start. Is it possible the ECM got fried allowing the injectors to stay open? And if I get another ECM from junkyard does it need to be reprogrammed?
No codes present
Any help appreciated.

ECM is tied to the instrument cluster (PATS), requires reprogramming unless you have the PATS disabled by a tuner. Put a value on the condition of the vehicle, if that harness has problems so do others, how much rust is present, etc. Basically is it worth fixing?

checked other harnesses, all seem ok. ordering ecm sometime this week, comes flashed to my vin#. im sure PATS is gonna give me trouble, but im ready for it
