When you are discussing wiring it is better to state circuit numbers. There are multiple connectors on the sjb, each one has a pin 1.

Are you talking about pin 1 of connector C270a or C270d?

Pull the starter relay and perform a continuity check at socket for relay pin 85 to C270a pin 1.

UPDATED:
Or you can leave the relay in place and make a jumper from C270a pin 1 to ground. This will bypass the pcm and engage the starter relay which should crank the engine with the key in start.

If this doesn't work there is a problem with the connection between 85 and C270a pin 1.

Wouldn't hurt to read the resistance between 86 and 85 on the relay also.

Circuit is unpowered for continuity test.
Do not jamb probes into the connectors.

The upside down horse shoe symbol is ohms - measures resistance
The group of varying length curved lines is for continuity

Either one can be used

One lead at one end of the circtuit, the other at the opposite end.
If you use the continuity setting it will tone when there is a connection.
If you use resistence it will measure the amount and display what is measured. Usually OL means infinite resistance - no connection. This should be very close to "0".

Reply 46 has been updated concerning the jumper wire.
