Yes you are correct. Top is low and the bottom is high.

Just had to replace our 2020 passenger low beam bulb and the new H11 bulb didn't fit. Thinking my husband somehow removed the wrong bulb, I bought an HB3 because we noticed the prongs on the bulb we removed matched the HB3, not the H11. After thinking we were crazy with how in the world each bulb wound up in the corresponding spot, we find out the HB3 was our low beam, and the H9 was a high beam (H11 would not even fit the H9 receptacle even though it says they are interchangeable). I thought surely I was crazy and/or my Expedition was improperly wired. Thankfully I found this thread to make me realize I am not crazy! And no other videos/posts seem to mention this.Ok to update all information I have received on what bulbs are in my Expeditions front are incorrect.
As mention earlier the fog light bulbs ended up being H8’s
So today I pulled the low beam, manuals again indicated it to being H11. I got in there to install a new slyvania silver star ultra. It ended up being 9005...Lucky for me Auto Zone allowed me to exchange even after package was opened. Installed the new 9005 and fit is perfect.
While up there I pulled the High beam. Those were H9’s. Not HB3’s as everyone says.
I don’t know why or what’s up but Ford changed the bulbs during build. The Expy is brand new with 400 miles which I got from the dealer with 11. Built in March 2020.
